Jenna Wiggins

Jenna Wiggins, MSW, JD, is an experienced systems-change leader with more than a decade of work in children, youth, and family well-being, behavioral health, and community justice. She brings a deep background in social work, law, and human services, with specialized expertise in child welfare, mental health integration, gender-based violence prevention, and family justice reform.

Jenna has led complex initiatives at the state, tribal, and federal levels, including model program development in Indian Country and multi-year efforts focused on community engagement, trauma-responsive systems, and long-term community healing. Her work is grounded in advancing equity, strengthening local capacity, and designing sustainable, community-driven solutions.

Jenna has played key roles in legislative codification efforts, systems redesign, and cross-sector collaboration, supporting communities and organizations in developing strategies that honor cultural context and produce measurable, lasting impact.

A native of Swain county and rooted in rural Western North Carolina, Jenna is shaped by the equity disparities of the Appalachian region, Jenna brings both professional expertise and lived community insight to her work. She holds a Bachelor of Social Work from Appalachian State University, a Master of Social Work from East Tennessee State University, and a Juris Doctor from Lincoln Memorial University.

When she isn’t partnering with communities, Jenna enjoys spending time outdoors and working on her small goat farm.
