Emily Quinlan joined Dogwood Health Trust in February, 2020 as an Associate and was promoted to Officer in April 2021 before assuming the role of Director of Public Policy in January 2023. In this role, Emily works with the Community Engagement Team to plan and implement Dogwood’s strategic public policy initiatives.

Emily started her career as a public interest attorney in Tennessee, where she practiced family law, Medicaid law, and other civil law. Emily secured over $4 million in benefits for her clients who were seniors and adults with disabilities. After working for two non-profit law firms, Emily transitioned fully into non-profit management and worked for a statewide land conservation organization, where she led the organization’s creation of the first statewide land trust strategic conservation plan in the country. 

Emily holds a BA in English Literature from the University of Georgia and a JD from the Catholic University of America, Columbus School of Law.
